It is likely that one reason for this is that the earliest lottery games were developed in response to state governments\u2019 need for revenue, and that there remains a belief among some officials that lotteries are necessary to collect needed revenues. Moreover, the history of lottery evolution suggests that the decision to establish a lottery is often made piecemeal and incrementally, and that there is very little general oversight.
